Outline Planning Application: Further environmental and design details submitted

In response to a request for further information from St Albans City & District Council, The Crown Estate has submitted a package of additional environmental and technical design information to the local planning authorities to support the East Hemel Outline Planning Application.

The information provides further detail on a range of environmental assessment and technical design matters, responding to issues raised by consultees on the Outline application and including further details in relation to off-site transport and active travel measures.  The scope and timing of on-site and off-site infrastructure provision to support the East Hemel development in relation to the application is still subject to discussion and agreement with the local authorities and the County Council.

Importantly, this additional submission does not change the overall proposals within Outline Planning Application. It provides additional information to help the local planning authorities consider and determine the application.

This additional information, known as a Regulation 25 submission, will be available to view on:

• St Albans City & District Council's planning portal, using the application reference 5/2025/1964

• Dacorum Borough Council's Public Access planning portal, using the application reference 25/02916/MOA
